Cars are run on combustion which requires a spark that sets off a small explosion in the cylinder. The spark plug or igniter on a diesel, causes the fuel that enters the combustion to ignite and the result is the explosion. This in turn makes the pistons move down turning the drive shaft which in turn moves the wheels. This is a simplified explanation of the combustion engine but the main thing to know is that without a combustible mixture nothing explodes and nothing moves. There is no science at this time that can cause water to explode or even to burn. The only engine that will run on water is a steam engine and Stanley steamers are obsolete. Steam locomotives also run on steam but then you would need a large supply of coal to heat up the water either way the answer is that no known science can make your car run on water alone, and not with the type of engine that is contained in your car.
